If regular cold medicine hasn't worked, they have a product called "Little Noses". It has a small amount of medication that will actually shrink the tissues in the nasal cavity. My pediatrician recommended it to me for my infant daughter, and said it was perfectly safe to use when you follow the directions.

Have him blow his nose. Then use a spray decongestant. The head cold should be gone in about 10 days if it isn't he should see a physician

Get some saline nasal spray for him and have him use that daily. Also, give him some cold medicine. Another thing that helps is rubbing some Vicks VapoRub on his chest before he goes to bed at night.
