If you are using CPAP at night, then you likely have obstructive sleep apnea (OSA). OSA will cause you to retain CO2 as you are not properly ventilating at night. Your CO2 level would therefore be higher than average. Having said that, however, a CO2 value of 31 is not that high (normal 22-29 depending on which lab performed the test), and would not be causing your symptoms.

A CO2 level alone won't tell you what is wrong. Also, the CO2 itself wouldn't cause that problem, but it could be a symptom of a condition that might be affecting you. You need to see a doctor and have other tests run to try and figure out the cause of your low CO2 levels.
Unless they ran the ABG while you were using the CPAP machine or shortly after, it should not affect the values.

Co levels should be between about 35–45 mm Hg on a blood gas. Sounds like you are possibly being overventilated, possibly because of your high air pressure? Did your doctor recommend any changes to the settings on your CP machine? I know my daughters levels were low on her last test and her doctor said she was overventilated and turned the rate down on her ventilator. I would ask your doctor. Your levels are low but not too low. I know my daughters pulmonologist likes the levels not too low because we are hoping with a higher Co level her body will be tricked into thinking she needs to breathe to clear it out and get more oxygen, she is being treated for apnea with her vent.
