If you live near the coast, best thing is to find your local seafood market, or even a butcher. Normally shark is processed and then frozen for shipment, quality in fish is more a matter of species and freshness, so even Safeway would be fine if they can order it for you fresh, never frozen. As far as they best steak, if you know you'll need more than a couple, get a piece of the loin whole and cut your own.

go meet up with a shark catcher, go out to the sea, catch one and cook one on the spot, fresh!
