Coughing up blood is never a good sign, unfortunately, the best answer would be to visit your doc or go to the local ED and have some tests run. Coughing up blood can be an advance symptom of lung cancer or TB, or other respiratory problems (pneumonia), it's best that you find out what is causing this as soon as possible in order to rule out the worst. Good luck!

If you cough up blood, it comes from your lungs or (perhaps) your throat. Personally, I'd consider the first time a curiosity and the second time a warning that something is seriously wrong. You never know when the third time will come or how bad it will be. I have known people to die from hemoptysis, so you decide if it's serious or not. It's not the kind of thing you can just put a Band Aid on and hold under pressure until it stops.

You can ~probably~ wait and see, but that's your call. It depends on how much actual blood you coughed up.

You can use "hemoptysis" as a search term and find thousands of articles on the subject.

You can also go directly to http://www.pulmonologychannel.com/hemoptysis/ which I find to be an excellent review that should help you in your decision.

Get thee to the Doctor's office ASAP!! And quit smoking. Ask your doctor for a cessation product, look into the patch or gum (they've improved in recent years!), drink lots of water (it helped me to quit), and pray!

You should consult a doctor. Something could be seriously wrong with your lungs.
