I don't know about Illinois, but in Arizona you actually contact the county court where the warrant issued. It is probably under Justice of the Peace. You then go to the court, explain you have a warrant because you missed your court date. You will then wait to see a judge who will quash the warrant and give you a new court date.
To find the court info look in your business white pages toward the front, under the blue section labeled county.

You need to contact the court where the ticket was to be heard at for a "failure to appear" if you did not appear, there will be a bench warrant for you at this point most likely

There is a court where you were supposed to appear and that information should be on the ticket. Pick up a telephone and call that court. If you don't and make satisfcatory arrangements a warrant will be issued for your arrest. Then they will contact you!
Do It today and hope it isn't too late.

The others are correct. You need to contact the county clerk where the ticket was received. Once it goes to the courthouse, it is out of the ISP's hands.The county name is on your copy of the citation. (I think it is top left). Here is a map of ISP districts and counties if that will help you:
