Elohim is the name that is translated God in Genesis chapter 1, it is a name that is plural in form and singular in meaning. God is one God but he manifest Himself to us in three persons , The Father the Son and the Holy Spirit. In Genesis 1 God is talking to himself ,or more precisly he is talking to one of the other persons of the trinity. for a similar instance of the persons of the God head talking to each other read Psalm 110.

God is referring to the person of Christ and the Holy Spirit. God is a triune God, Father, Son and Holy Spirit. In the New Testament in the book of John chapter one it says "In the beginning was the Word and the Word was with God and the Word WAS God."Now look at verse 14 it says"and the Word became flesh and dwelt among us" that was when God in the form of flesh came as Christ to fulfil the need of a Saviour for mankind. He is the start of God's creating.
Colossians 1:15 says that.
Revelation 3:14 says it also.
Proverbs 8:22,30 alludes to it.

He is talking to Jesus/ YOu know this because in John 17: 1-5 when Jesus is talkng and praying to his father he says he was with him in the beggining.
