Yes, this is normal. Very young kittens often appear to be opening theor mouths and nothing comes out but what is really happening is that their meow is above the pitch that humans can hear.
The reason you were able to hear her the two times you did is because she was stressed and it is normal for cats to attempt to cry is a deeper voice in these situations.
As she grows older, her voice will deepen and you will be able to hear her meow to you.

Its normal. I have 2 cats and one is very vocal but the other is 1 1/2 years old and i have never once heard him make a sound. My mom has 4 and one of hers doesn't meow either. Some cats just don't talk.

Some cats don't meow, he might grow out of it. I have a cat that didn't meow for almost the first year of his life, then he started meowing so loud that at times its really annoying. I guess he finally discovered he had a voice and then wanted to make up for it!!

This is perfectly normal. Kittens sometimes take time to find their voice right away. Same thing goes for puppies. Some cats don't even actually meow. I can't quite describe the noise my mom's cat makes. What isn't normal is that she purrs when you brush her. LOL

My cats 3 years old and has never meowed. He also purrs and growls at the others sometimes, but no actual meow. I guess he just doesn't have anything to say.

For some cats, yes it is very normal and nothing at all to worry about.
I have a 6 year old cat that has meowed only a handful of times in her whole life.
I asked the Vet about it and he said some cats are vocal and others aren't.
He said it was nothing at all to worry about.

I had a cat once named Squeaky because she let out a little squeaky (meow) when she was born. Over the next 16 years of her life she may have spoken again a total of 16 times! She was normal and healthy in every respect. She communicated primarally with body language and rarely felt a need to speak.

Its actually normal. Some cats meow all the time and some cats just don't feel like it. Its like human's talking all the time vs. people being shy.

Our cat does not meow either - she makes an airy kind of sound, with a squeak at the end sometimes. Nothing is physically wrong with her! It's just different.

Some cats arent as talitive as others. She has nothing to say. I have a friend who's cat talks (Meow's) non stop. Tiger is the most talktive cat I have ever heard.I had a cat who whispered when she meowed.
