It is Afrikaans - but it is easily understood in colloquial Dutch (d's are often dropped between vowels.)

Literally:
Good day (goede dag in Dutch),
Hoe gaan dit met julle (How goes it with you)

Note: All the g's are pronounced like strong h's (I used "X" below).
So it sounds like:
Xoo'eh daaX, hoo Xaan dit met yulleh.

It's Afrikaans (South Africa) descended from Dutch.
