last night i had my birthday party.
I tried to invite all my best friends, but i had to omit one because i knew if i didnt invite this one girl, who we will call X, she would nag me and beg and what not.

So i invited X.

During my party, X missed a call from her friend.

Instead of being polite and waiting until the party finished, she walked outside and called her back.

I went out to see where she had gone, and she was chatting away about pretty much nothing.

I was really offended and hurt,
do I go up to her and tell her that what she did was really slack?

was it slack at all???

Your right that was rude, she should have waited or said to you "I have a make a phone call, do you mind".
Happy Belated Birthday

She was not perfectly polite, but how rude her behavior was depends on this question:
What sort of party was it?
If it was a seated dinner, the only way she could have behaved more offensively would have been to take the call at the table.
If it was a party planned around games or other activities that required the participation of all of your guests, she should have kept the call very short, less than 2 minutes, and returned immediately to the festivities.
If it was a cocktail type gathering where everyone was just mingling and socializing, she was a bad guest but not unforgiveable.
and Happy Birthday! Mine is on Monday!

You are right it was a little rude. Especially since this friend seemed like she really wanted to be invited. Give her the benefit of the doubt- maybe she just could not get her friend off of the phone. If this type of behaviour repeats itself I would think twice of going out of your way to invite her again. This issue is not worth bringing up though - it will just make you look petty.
I hope you had otherwise a good birthday.

Probably not.
These days, people use their cell phones all the time.
I think it was respectful of her to go outside while talking on the phone so she wouldn't disturb the other party guests.

I'm not sure you have enough information to judge whether the call was important enough to take. I mean, I guess you could feel offended by that if you feel that she should be focusing all of her attention on you every minute. Do you really feel that's important?

I think you are being too sensitive too. She has a right to have friends other than yourself. Sorry, I hope this doesn't sound harsh.
If it was a meeting or interview or something like that, it would be considered unmannerly for her to leave and call her friend, however as this was an informal situation the same etiquette doesn't apply.

What are you like dictator of your neighborhood? People are forbidden to talk on phone on your birth day?

I wouldn't worry about it. Next time she try to talk to you just take out your phone and put your hand out at her face. And start chatting away.
