It is an act of loyalty and fealty. When the Queen of England receives ambassadors and statesmen they kiss her hand. At the Coronation peers of the realm approach the sovereign and kiss his or her hand as a token of their submission to his/her rule. The bishop's ring is a symbol of the bishop's fidelity to and nuptial bond with the church, his spouse. It signifies the bishop's symbolic marriage to the church or Christ. The bishop's ring is usually made of gold with an amethyst. An archbishop's ring is made of gold with a garnet. The bishop's ring was first mentioned as an official part of the bishop's insignia in the early seventh century. I think that bishops have some say in the design (I have entertained a bishop and an archbishop for dinner in my time and taken a good look at their choice of ring). Kissing a bishop's ring signifies respect and submission to the ecclesiastical office that the man occupies -- it's a sign of respect for the office, more than for the man.

The stone in the ring depends on the man, though, and his choice -- not on his "rank."

By the way, there are three degrees of the sacrament of holy orders -- deacon, priest, and bishop.

All cardinals are bishops, as is the Pope. "Cardinal" and "pope" are hierarchical titles, but they are not separate degrees of holy orders.

I am not for sure of the history. I have often wondered why men are bowing to the bishops and the pope. When In the word of God it tells us not to bow down to any man. And it states all shall bow down to Jesus Christ. I will be watching the question maybe we will get a brain in here to tell us
