Instead of just tying it, try teaching it pulling clothes off the line is bad. Bring him to the line, and make him sit. Give him a treat. Then, if he jumps and tries to pull, say NO sharply, or some other method he recognizes as bad. Say NO several times and when he comes back down, say sit. When he does, again give him a treat. Then STOP for the day. If you overteach a dog, it will simply tune itself out to you. The next day, repeat, except this time make sure you hold out a treat in the dog's view, so it knows what its going to earn or lose. keep it out, and when it jumps, say NO, and then put the treat on the floor. Then stop for the day. Repeat until the dog knows to sit on the floor if it wants a treat. then make sure to stop teaching it once it jumps, hence no more treats once it jumps, even if it sits. Hence it will learn jumping is NO, and sitting is treat.

Prevention is beter than cure... so prevent him from pulling those clothes using your own initiative.... you may make your line higher or you may cut the legs of your dog (just joking)...... seriously.... think........ you may tie your dog... anything that would prevent him from pulling the clothes....

dont blame the dog!!!
take ur clothed to the laundy matt and wash and dry them there. it is only like $2 for a wash and $4 for a dry. not that expensiv!!
