If I'm in the same room with this guy he is ALWAYS close by. What's with the obsession? He's always gazing and winking at me, and I'll smile in return, but he never attempts to ask me out. Why?

Most likely 'cause he's too damn shy. If you think he's cute, and nice, then ask him if he wants to grab a cup of coffee or something. Make it non-threatening, but show him that you're interested.
The only downside is if he's been doing this for a while, then he's probably so worked up about the whole thing that he's SUPER nervous about it. So he'll probably be really weird the first couple of times. If you are patient enough though, he might turn into the best thing that happened to you. When I was young, I've had a couple of crushes like that, where you're so into someone, you're too afraid to mess things up, so you don't do anything, but you're just burning up inside. Help him take that pressure off, and see what he's made of. Good luck.
