When someone says 'aerodynamic performance evaluation' of an aircraft, what do they mean by that?

Simple answer.....well maybe.
It is how they demonstrate airworthiness of a design.
The aircraft is tested under certain conditions, (such as a wind tunnel for example), and the way the design behaves under given circumstances is how they test the design for stability and many other factors.
A design must meet safety and minimum standards to be considered acceptable.
They used to build and flight test, but now with computers all the guess work is taken out and the first flight is generally not as dangerous as they used to be.

They mean its polar curve(it's determinant for airplane performances like max speed, max ceiling, range, endurance, field length, ecc), its Cd0, its max Cl, but also how good is its behavior during stall, and the absence of bad aeroelastic phenomenon like fluttering for example.
Well the evaluation are the measurements of these characteristics, usually in wind-tunnel.
