Do I drop by Caltech near me or do I hire a chemist? And is it safe if I just have them sign a disclosure agreement?

I don't know how well it will work without cosulting with these scientists so a patent would cost about $5000 and a provisional does nothing pretty much I heard.

Patent and/or copyright everything first. Once all your documentation is in place you can go hunting for whatever resources you need (within legal limits and regulations - I have no idea what your project is, or who's funding it...).

Make sure you have a lawyer that covers you with proper non disclosure agreements for others to sign and you're fine.
