Depends on what you mean by "Worst"
For pain?
Right on the collar bone and on the shin...either will make a streetfighter cry for his mommy. Armpits, spine, and the back of the knee is a close second.
For quality of tattoo?
Palms of your hands or soles of your feet...they'll go away, guaranteed...but not evenly. Hands in general are subject to such a variety of conditions (sunlight, chemicals, cleaning agents, abrasives, etc) that they eventually look bad unless it's simply large fields of solid color.
For good taste?
Generally speaking, the face. You have to think long and hard whether or not a tattoo on your face will fit into your life and lifestyle. It can, depending on the person, but that's rare. Genitals...it's not as painful as most people would think. However, consider the first time you and a partner get intimate. Will having daffy duck or a dragon staring back at them send them running away screaming? Or worse, laughing at you?

Ok I'm gonna go out on a limb here and say that the worst body part to get tattooed would have to be the private parts. Considering those areas have some of the most sensitive skin on the body, I'd wager that a tattoo there is going to hurt worse than any other area.

it all depends. for some people the worst place as far as placement is their neck or hands. sometimes when people get something so permanent they don't think about the future and how it can affect job opportunities. but really tattoos look great everywhere. i have guy and girl friends with tattoos practically everywhere. i think the most important thing is what you get, more than where.
be sure to research the person you are going to and make sure they are an artist, a true artist... and not just someone who thinks they can tattoo. look at portfolios and get a unique custom design.

I thought getting one on my lower back and butt would be better because it is fleshier, but OMG it was the worst pain I ever endured, and I had to sit there 2 hrs. In the end, it is the most beautiful and elaborate of all my tattoos. Thank God for pain tolerance.

ankle, or any other place that is primarily bone. Choose a fleshy part and it will hurt less.
Also if you ever plan on having a good job get one that can be hidden, because a place I used to work would turn you away as soon as you got to the interview if there was anything visible.

Most guys get them on the arms, shoulders, or back and as for the worst place, I'd say if you're talking about pain, it's different on everyone. For females lower back is usually what hurts and for males most of them say their side is most pain full.

For me, it was my chest plate. I've heard from people who are completely covered that ditches (inner elbow, armpit, back of knee, etc.) are the worst places. The skin is thin and sensitive and it's hard to heal because of all the movement.

I'd have to agree with agent_weinbach, I'm woking on chest/half sleeve and @ collarbone was worst than under arm or just in armpit.
