Yeah IBM Naturally Speaking and Dragon Dictate are it to my knowledge--though XP is supposed to have limited capability I have never figured out how to run it.

Yes. The capability for that was built into Windows XP. But I don't think it's turned on by default. Try reading Windows Help. You will need a microphone, obviously.
There are also more sophisticated speech to text software programs out there though that do a better job, such as Dragon Naturally Speaking.

It can be done,but not very well currently.Speech recognition programs will probably become standard in a few years time as further development takes place.
I sometimes use Microsoft Sam to read from Adobe text documents and stuff,but he cannot always pronounce his words correctly and talks in a rather monotonous manner.That will change before too long as better programs are written.
