I have three kids under the age of 7. I have twins that are 7 and one that is 6. You HAVE to be on a schedule and stick to it. I have homework time when we all sit down and go over homework. I let each do their work while the others listen. IT HELPS EVERYONE!! I have homework time every night around the same time so now that they are in 1st grade they automatically know what to expect and they never give me prob with it! Good luck!!

Try learning is fun. Let them have fun while learning. The will grow up being used to homework.

if you mean 3-6 year by small kids then you are the one who should be trained not to force your kids into the rote. let them be kids. they can't even hold thier pencils properly. but if you want them to learn. just give paper,color,pencils let them be creative. let them try their hand at things. if you want them to learn you can use the playful methods. there are lot of infotainment available (information,education and entertainment.)

I don't know about "training" but helping them to learn good study habits is the main key to getting them into doing there homework. don't give them the answers either, you can help them on steps on figuring out the right answer of course but they need to do it themselves. here are some good sites on your question:

They arent puppies..so they dont need training..

Just give em' some as a birthday prezzie and watch how they grow to dislike you...
