You may want to try walking him with a gentle leader or by putting a lead up high around his neck and correct him each time he tries to vaccuum the ground. Stop him before his face gets there! I have three dogs and one of them had this habit. I just had to be very consistent with her and redirect her a whole lot for awhile. I had to make a point of not allowing her to sniff the ground even, except for a spot I knew was clear, and when she was going potty there, until the bad habit was broken.

Sorry, it is very lengthy, but I have had many dogs, and sucsessfully trained them, and I have delt with the same sort of problem.

I would contact an animal professional. Actually like 3 so that you can see if their answers match, and if they do, then you know that you have a strait answer. Dont get anything professional done (for it will cost money) but people that are experts with animals will allways be happy to answer you questions. Even though it is quite a hard thing to do, flicking him on the nose while saying, "NO!" in a stern, deep voice will help. Every time you tell him NO say it in the same voice as you allways do. Also, try giving him an extra like handfull of dog food, cause if he is more filled up, he will be less likely to eat all that stuff. Oh ya and when you train him, train him in some kind of room (fairly small) without any rugs or anything and no furniture. If you dont have any empty rooms in your house, try making an enclosed training area like in the back yard or downstairs in the basement or upstairs in the attic. Make sure you get permission (if you live with your rents). So yeah. Sorry that was lengthy. Peace out. L8RZ. Luv/Kodi

could be he is lacking something in his diet....I'd get a vet to check him out, if he is still a pup he may grow out of it
