Two: I didn't eat much at breakfast today.

They are both correct.

One: Recognizes the food at breakfast "for breakfast"
Two: Recognizes the place/time "at breakfast"

The same event is being spoken of, with emphasis on two different things. Both are grammatically correct.

Yes they are fine - breakfast can be a time (in the second one) I didn't eat much at noon either and the first one is correct as well - I didn't eat much for lunch I also didnlt eat much for $5
