As a parent of 3 adolescents, I would say that yes, adolescents stay up late and then like to sleep in. Perhaps it's the defective puberty gene.
I found that my son sleeps with the radio on - I guess the talk show or music put him to sleep.
Stick to a schedule (not one that calls for 4 am bed times and 2 pm wake ups). And keep the TV and computers out of the bedroom.

If it's really bad then your family physician can send the individual to a sleep specialist. If it's only an occassional thing the doctor may prescribe new-generation non-addicting sleeping pills like Noctamid or Zopiclone.
Don't run away in terror from my suggestion: things have changed alot (for the better) since the bad old days of valium addicted housewives scattered throughout each and every neighbourhood.

i've experienced insomnia a lot of times as an adolescent and i think it's pretty normal... it becomes a problem when the adolescent had this insomnia i think for a long time...let's say years... you could read a lot more about this in the net... :)
what i did was... i just stick to my schedule.. i just went to bed and close my eyes then i fell asleep... sometimes it doesn't work for me...another thing i did was read books...

Insomnia (sleeplessness) is due to stress, dietary and medical
problems. By making small lifestyle changes like having a fixed
daily routine, relaxing and eating properly, insomnia can be
cured. I found the information at http://tinyurl.com/jfzpz useful
for getting sleep.

Maybe the adolescent has a lot on their mind? School, home, a problem. depression?
Mine is probably because of sleep apnea - they are all related somehow......

Adolescent insomnia is not normal. It could indicate a few causes--psychological, physical, or just poor sleeping habits. Please read this link. It's pretty informative. Good luck.

A cup of hot chamomile tea at least half an hour before sleep. It should help.
