It will stagnate when open to elements with in 3-10 days depending on humidity if you are asking about water staling and being less palatable to drink - that term is 3-5 years depending on storage technique.

Stagnate? Im not sure I follow you? Do you mean spoiled or motionless?

Motionless, Id have to say never... water vibrates with its surroundings... Im certain that it is Never completely still...

If you mean bad? I'd have to say that bacteria and airborne spores can begin to accumulate o the surface of a once opened container as soon as the air hits it. There is all sorts of things and spores and stuff in the air and water will catch it.

It depends really... I have seen water grow fuzz on it in a few days if left open and exposed to the air.

It depends both on what you mean and the conditions of the surroundings...
