You want to wear layers of clothing--like maybe a thermal shirt, or a couple t-shirts--and then an outer sweatshirt or windbreaker. Layers are better than, say, one big heavy jacket or sweatshirt because they allow more movement, plus they trap warm air between the layers. Also, you can shed a layer if you get too warm. Wear gloves, because cold hands are very irritating and you will cut-short your run because of them. Same for cold ears! I like those knit, pulldown ski caps.
Also important: do your stretching inside where it's warm before you go outside! This way your muscles won't tighten up too quick when you start running. Start out running slow and gradually speed up: this too is to allow your body to warm up, like you warm up your car. Lastly--walk the last 10 minutes or so before you go inside, to cool down. Otherwise, again, you could cramp up inside. Muscles gove off lactic acid after exertion, which is what makes you sore. Cooling down slows lactic absorption. As far as running time? Go ahead and run as long as you normally would, as long as you take these steps. (I'm talking about temps from around freezing to the low teens, here. Any colder, and I'd cut my normal run time in half.)

Be sure to wear a sweat-whisking layer next to your skin. The next can be wool and the ones after that can be cotton. Depending on how cold will depend on the number of cotton layers you wear. Be sure to wear a hat to protect your most damaging loss of heat source, your head. And be sure to avoid getting your feet wet and wear gloves too. The time spent in freezing weather depends on the runner and there ability along with other factors such as hydration level and whether or not there sweating rate is producing to much to overide their clothing's sweat-whisking ability.

Okay. First of all you shouldn't listen to smartman because if you want to run outside in cold weather you should wear heavy gear and clothes so that you won't be cold and so that you can stay outside longer and get the exercise that you was hoping for.Oh and it would probably be safe to stay outside for about 10-13 mins long.

Cover up with a few layers of clothes :such as 2 pairs of pants, 2 shirts and especially 2 pairs of socks and of course comfortable Sneakers. But don't sweat to much because you'll have a cold.

You can run as long as you want too. Where medium clothes, not too much since super-heavy jackets and such will weigh you down, and your going to warm up pretty fast anyways.
Always underdress, you'll be warmer than you expect.

how cold? wear pants but u don't need to wear heavy things, because you'll get hott when you ruin, if you wear a jacket you'll wanna take it off like 5 minutes later

wear medium warm cloths that cover your body, but don't wear too much because you will be sweating alot.
