this has 2 distinct advantages.
1. everyone else thinks that person is a total pervet
2. the person doing the staring thinks your completely nuts and will generally stop looking at you forever

They are the public and they can look at anyone or anything they like.If you do not like it,then do not go outside.That way nobody will see you.Only an idiot walks around in public without looking at anybody.Some people out there can be dangerous.You have to watch them carefully and never turn your back on them.
Nothing is more annoying than some dork who starts an argument over who is looking at him.When I am in public I watch everybody like a hawk.You never know which one of them might suddenly explode or go crazy.

You don't know why they are staring. Assume something good (maybe they think they know you, or you are a VIP, etc.) and then ignore them. They will stop or go away. It is no big deal. Don't be rude. Put yourself in their place. What would you want someone to do or not do? This question is in the Etiquette category, so remember Etiquette is about manners. Be kind.

If it's a guy, I say "I'm glad you like the view -- my muscular 6'2" 230 lb. boyfriend likes the view too!"
I live in Japan, and I'm a black-hispanic chick, so I get stared at a lot, especially by kids.
If the starer is a kid, I just smile or make a funny face at them. Otherwise, I usually just ignore it, because being stared at is pretty common for foreigners in Japan ...

i get into that staring Phase many times. It seems like when i do such things Im trying to read a persons Soul. I want to SEE what their life is like. and pleasant smile is reassuring and will break me out of a trance if I get locked into it. LOL. Just looking for a freind. or trying to learn quickly if there is an enemy...

I have a habit of staring at people without realizing it. I don't mean to do it at all. But one time I was staring at a woman because her hair was really beautiful. I'm not sexually attracted to women, but she was really striking. (Hey, I'm gay...Unlike hetero men who would never admit to noticing that another man was very handsome, I have no problem with stating that I notice when I woman is extremely attractive.)
Anyway, this particular woman with the beautiful red hair got really pissed off at me. She started staring at me really hard. In fact, she glared. I picked up a magazine and started reading it just to avoid having to see someone glare at me.

I stare back----then just start barking-which makes my dog bark-turns into an ugly vicious circle. However the person who was staring and started it all tends to leave.

You have to learn to be the bigger better person. Not let the small things bother you. Move your position so it Will not bother you and involve yourself with what your doing. People get bored it they can't get your attention. Try it sometime.

Ask them if they have some kind of a problem.
Ignore them.
Make a face at them.
The easiest thing to do is ignore them. Don't worry about stupid, dumb people that don't have manners.
