I have a four year old Chihuahua who is now very well behaved... If your dog is young they have a tendency to be quite hyper but there is a way to train your dog not to be.
Your dog may be bored and acting out to get attention, first things first- get your chi-chi a toy and play with it for about 5-10 minutes. After it's exhausted it's energy- give it a command to calm down... have a designated area for your dog to lay down at and keep it relaxed whenever it's sent to that area. If your dog refuses to lay down- tie it there and give your dog something to chew on... praise when it behaves, and there is nothing wrong with a little discipline... your dog is not going to hate you if you yell at it a couple of times.

I don't recommend the spray bottle, making a loud noise, smacking your dog or hitting it with a newspaper, to make it listen jerk it's leash sharply (not too much, it's a Chihuahua after all... know your own strength!) say: "no" sternly, look it in the eye... To train a dog you should always use the "pack dog" way of thinking... do not let your dog be the leader... let your dog, no matter if it be a Chihuahua or a lab to know who is boss.

They are very pacified if you will provide a warmed towel or blanked that is pulled from the dryer. Put it where he/she likes to curl up and make a nest out of it. They need a lot of love and attention and verbal praise. Provide a few stuffed small toys and make a little time each day for 'play' with a small piece of 'milk bone' for a reward. Be patient, as they get older they mellow a lot. I have a chihuahua, golden retriever, American Eskimo, three American Eskimo/lab mix, a rescued mix, a cat and two horses. The female chihuahua is the 'queen of the house and yard'.

Some dogs are hyper because of age or breed, but hyperactivity in dogs can be as simple to fix as a food switch. Do you have your dog on a supermarket or store brand? Or a corn based food like science diet, eukanuba, or pro-plan? In the dog food world, bug names equal big price tags, not quality. Consider switching to a protein based dog food- a food whose top ingredient listed is chicken, beef, or another type of meat. Surprisingly, many premium dog foods are higher quality and lower cost than what you may be feeding. Top quality foods like Wellness, Eagle Pack, or Innova are slightly more expensive than Science Diet, but even Diamond brand foods are better than Science Diet and sell for about 50% less. Cutting out the corn and wheat carbs out of your dogs diet may help your hyper dog calm down.

Once you’ve eliminated nutritional causes, you can begin to behaviorally shape your hyper dog’s ability to pay attention.

You should start by training your dog to "calm" or "sit still" on command command. Train it just like you would a stay- stand right in front of her so close she can't take a step forward- give the command, then praise her for 1 second of stillness, the next time for 2 seconds, then 5 etc. If you needed to you can physically put your hands on her to encourage her to stay seated, then move your hands away just an inch or two as you train. She would learn very quickly that she had to be still to get the treat!

Training your dog to “calm” isn’t a fix to the problem, but may help her focus at times when it’s necessary for your hyper dog to calm down. The very, very best way to calm your hyper dog is to make sure they are getting appropriate exercise and, if needed, give them a “job” like taking an agility or herding class.

I loved the Vet's answer. The only other advise I can offer is to be aware of your own interactions.Dogs can feed off of your energy. If you are a hyper person or if you speak in baby tones or in a high pitched voice it will react accordingly.

Be sure to teach him to "Sit, Stay" or "Lay down, Stay." Use those commands whenever he gets too hyper.

It? Make sure you take him/her for a long walk everyday. And play with them. Otherwise, no, it's just in their personality.
