Generally, especially when he cheated with you on someone else. (this is a generic "he" and "you")

I'm all about the respect, and cheating shows you have none. There are no excuses for it, so please don't take any. If the cheating was way in the past, then maybe. But don't expect quick changes, and be wary about long-term ones. Cheating tells you about how he feels about you, and how he feels about others in general.

If he has lied about affairs, cheating, or had any such...business for extended amounts of time I would not consider a relationship with him.

No I do Not! If a person really wants to be committed to someone they can do it without being a cheater. You just have to watch all of your actions and not get into a predicament that might cause you to doubt yourself. If you have cheated and are truely sorry for doing it and want to redeem yourself as a worthy person I believe you can do that. But it takes work on your part. and sometimes that is hard to do, especially if you are usually going to say yes after alittle persuasion. Hold strong and know you are doing this for yourself to prove to yourself that YOU and Only YOU caan make that change.

Good Luck... I think if you try you can do it.

yes. if you are a cheater once or twice, then you will do it again because you know either what the consequence will be or you know you can get away with it.

I don't believe in "once a (anything) always a (anything)." Anyone can change. Whether or not they choose to change is another question.

From my experience yes. It seems to me that it's almost addictive. Once a someone cheats he/she almost craves that rush that you get from doing something forbidden.
