It is a matter of opinion.
There is very little improvement over TW06, so if you have 2006 I would recommend that you wait until you can 2007 used.
If you don't have TW06 and have played any of the TW games then I would say that you would not regret it.
Another suggestions is to get 2006 on the cheap.
Most dedicated game shops will have a USED section both online and at the stores.

I like it. The putting is a little different from what I was used to in 2005 and takes some getting used to but it is good once you have your stats built up.
