Have you talked to your parents about this? There may be little that can be done because social services has given to okay.
However the more people you make aware of this the better for him. Your parents, school teachers, maybe even friends you can trust.
What ever you do continue to be his friend that he can come to talk to. If he says no don't tell anyone try to talk him out of that or at least to be able to tell your parents. If you go against his wishes you will never know what happens after that.
And look for yourself to be sure there are signs of abuse. Some people will do these things to get attention. Just be sure.

Unfortunately, there is nothing you can do, but be a friend to Jason. Let him know that he can always come to you. Also,
tell your parents about your concerns because if Jason is really being abused your parents could prove to be of assistance later on.

Give Jason a tape recorder or movie camera to tape what goes on. If something happens Jason should run immediately. Since you went to social services they have record. If something more happens I'm sure they'll be right on it.

If you feel he is to be abused when he is sent back write a sprcific complaint to be investigated by the relevent department of Social Services if you cant get them to take action report his parents to the police.

he needs 2 file a police report, and tell tha cops what happened. then they wont make him go back. They may put him in a foster home depending on his age

sounds like to me maybe you should visit the socialworker and tell them what is going on. or talk to someone else. make them listen to you. sometimes case workers are overloaded and tend to overlook real cases.good luck
