You cannot remove a valid part of your credit history just based on the fact that you were a certain age at the time it occured. If you are trying to put that piece of your credit profile behind you, either pay if off & the older it gets as a paid item the less of a negative effect it will have on your credit. Or if your're not paying it off, start some new credit and after 6 months or so(assuming your record is reported to credit bureaus) your credit profile will get stronger despite the negative item you incurred in your youthful past. If you haven't done so already, I would suggest you pull your credit reports to actually see where you are. Using website www.annualcreditreport.com is a free way to get all 3 major credit reports at no cost once a year.

it depends on what the negative item is. You might be able to and you might not. Chances are you won't be able to. More information is needed to tell you with any certainty at all.

Probably not, but if you call the collection agency that put it there and can persuade them to remove it, then possibly. Otherwise you're stuck with it.
