I would think to keep dirt away from the sensitive areas.

The purpose of all hair is to keep the body cooler. Ever notice how so many from northern Europe are hairless and in the middle east they are covered in fur?
When wind hits hair it dries it out faster, Hair absorbs water too.
If you shave your head in the summer time you need to constantly wipe the sweat out of your eyes

without it
a) no one would be able to grab you by the short and curlies
b) you would have no hair to catch in your zipper
c) you would not have anything intimate for your gf/bf to shave
d) you would spend less time cleaning down there
e) your penis would look longer
f) no one would ever know your true hair colour
g) pubic lice would all be homeless
h) there woudl be no reason to ask this question
So, relax and enjoy it right up until you get out your razor and shave it all off so you take advantage of reason # 8. hehe

The hair makes space between skin for air flow, germs enter wet skin easier. The friction feels good too.

hair is for protecting parts of the body for instance nose hair helps keep out small bugs and other stuff

Probably protection of the reproductive organs. If our reproductive organs were in danger, that would not bode well for the continuance of the species!

Scratch them while you are asleep.
