The Father and Mother are to the Sister as the Aunt and Uncle are to the Cousin, not because of generation, it is the Grandfather.

There is Mom and Dad with the daughter (Sister) and there is Aunt and Uncle with the child (Cousin) Therefore, Grandpa doesn't belong....
