Why don't you get goosebumps on your face?

I do but not when Im cold.If Im thinking of something horrible then I will shiver and get goose bumps on my head,face and down my back.

Goosebumps come from the hair standing up on you skin...in animals...these goosebumps make the hair on their bodies stand out and thus makes them look bigger...since you have less hair on your face...the less goosebumps you will get there...although when something really gives me the shivers....I have had them on my face before....
