An FM transmitter is a radio that broadcasts by means of frequency modulation, using a slight change in frequency of a carrier wave to convey information like music - it's what you hear when you're listening to the FM band (as opposed to AM, short-wave, etc.) In the case of the phone, it's a low-power short-range broadcast that you can pick up on your car radio (or other radio) in an otherwise-unused range of frequencies, so you can listen to it on that system.

A transmitter outputs (transmits) in this case FM frequencies. A radio receives FM or AM frequencies

Sounds to me like the product your using communicates to the satelitte from which it gets its signal. Very common in electronic applications today.
