I live in Chicago, Il., and I would like to send a friend of mine some homemade salsa who lives in Japan. First of all is this legal by health standards?. If it is, how can I preserve this (keep it cold) for at least four (4) days while in route?.

Japan is very strict with this, b4 you know it , it'll probably end up in a waste bin before it reaches immigration.

customs check is very strict in Japan, your salsa might not make it to your friend's doorsteps. Try sending him the recipe instead,I'm sure the ingredients are available there.
