is there a program windows xp can use that will magnify the icons in my quicklaunch when I point at them?

Question

I know it exists because i saw someone with it on his pc. however i've emailed him several times and have gotten no response. it looked almost exactly the same as a mac's similar application in their recent OS' , I might have asked this question on here before, i can't remember, but i know i didn't get any answers.

Click Start > Programs > Accessories > Accessibility > Magnifier
