It is normal for a cockatiel to make noises when they are being petted and they enjoy it.
You should not put your hand into the cage to get him to step up. You should make him come to you. By putting your hand in his cage, you are invading HIS territroy.
Try coaxing him with his favorite treat by the door of the cage.

Absolutely normal for them to make noise. Every bird's noise is different, too.
As far as how long it's going to take him to be comfy stepping up from inside the cage for you...you will need to build trust with him. That will take a bit, but the more you work on it, the better off it will be for both of you. Check my answers, go back to the beginning of my answers and look at one I left on a question about quaker parrots. That will teach you how to train him to step up, though with that one, you can forget about the stuff about biting.

I have two birds and my cousin has one. My birds don't make noise when they're getting petted, neither does my cousin's... I'd need to hear the noise myself, but I doubt you have anything to worry about. Seeing as I'm not a bird vet though, I can only suggest you ask your vet about the bird's noises, just to be on the safe side.
It takes a few weeks of putting your had in the cage and getting the bird to trust you enough to jump on it. If it's letting you pet its head and isn't afraid of you, then it wont take long. Just get it comfortable around you and make sure you don't scare/hurt it. Try putting your finger to its stomach and lightly pressing on it to get it to step up and just let it sit there awhile, over time it'll be comfortable with you taking it out. Make sure there aren't any open doors/windows when you do take the bird out of it's cage, or mirrors for that matter.

To hand tame your cockatiel, simply place your hand into his cage and leave it there for several minutes, several times a day. Soon he will begin to be unafraid of your hand, and then you can coax him onto your finger by gently placing it just above his feet, below his chest. Once he hops freely onto your finger several times in his cage, you can try to slowly remove your hand from the cage. If he flies off, simply repeat until your perseverance pays off.

yes it is normal for him to make that noise, my cockatiel does the same thing, its part of their personality. Everytime you want your bird to hop upon your hand, say the words "step up". Be patient it takes time.

Move slowly, and speak softly when putting your hand in the cage with him. Make no mistake - he WILL bite you if he feels threatened. Some cockatiels never want to be held, mind you - be hapy he even lets you screatch his head.
