it is rumored that he had an affair with a certain woman of the spanish court he painted her nude and then had to hurry back across country to paint some clothes on her when it was exposed at court. I guess if you are having an affair with someone they could be thought of as your muse or incentive or inspiration

I dont know who Francis Goya's inspiration is. But I could tell you that he paints lots and lots of culturally related pieces.That's mostly because he was close to Spanish Nobility. So perhaps, the Spanish Nobility was his inspiration
