Mozilla Firefox 2.0 is a free for use browser. It is protected under the GPL so it can be modified and redistributed as long as you include the GPL license on all modifications. Although Mozilla has strict usage of its brand, you can pretty do as much as you want to it. It is a very good browser and absolutely free.
I also use a portable variant called Firefox Portable from portableapps.com along with many other free GPL licensed applications from there as well.

Yes it is, but I heard it has a lot of issues that crackers are using to exploit it, I will advice that you either use an older version of firefox (e.g firefox 1.6) or the latest version of Internet Explorer (IE 7). Which is a great improvement over most of the other IE versions (e.g. support for tabbed browsing and more security).

Mozdev reources are free. Mozdev is the Mozzila Developers Core. I am usein SeaMonkey now, its GREAT! and Thunderbird Email flawless function. Cost ? nothing. They really didnt want my name or doggies name or first wife or nothing. download,install, its yours.
