ever heard of duct tape (lol lol,) no you cant do that, it would be abuse...
First , ask them in a nice way to zip the lips and listen for once.
It is impolite to keep the lips chattering while others are speaking. I have witnessed some that never shut up while others are trying to speak, it's like they have to be the star of the show and contol all verbal communication.If they dont lead them to the entrance door, shove th em out and slam it shut.. soon they will get the message

Waterboard him or her. If that doesn't work try stress positions for hours at a time. Another possibility is to induce pain so intense that he cries (tears down the cheek crying). Strip him naked and take photos of him in humiliating positions.
If that doesn't work, beat him to death with a truncheon.
That will shut him up.

I take away things till they act the way I demand or expect in a certain situation.

ignore the teenager....if that doesn't work....tell him/her to be quiet nicely....give a consequence....give him/her something to do....or just leave him/her alone.
