Maybe. Strictly, according to the DSM-IV definition, bipolar must have either mania or hypomania. There are psychiatrists who believe that any serious cyclical mood disorder can be classified as bipolar.
Interestingly enough, you can be diagnosed as bipolar from a single manic episode with no depressions.

Yes, you can have bipolar and not have full blown mania. You will have to have at least one case of hypomania to be diagnosed bipolar, and then yes it can go back and forth from depressed to normal and back again. Check out the DSM iv for guidelines...or better yet, see a psychiatrist.

From what I have read and from personal experience, there tend to be more lows than highs, especially with bipolar II. In order to be bipolar, you have to have had at least one manic or hypomanic episode as well as episodes of depression. Sometimes hypomania shows up in ways you don't even realize, like extreme irritability.
