In term of wine supplies, the best is to get a advisor who able to guide you through the process, very hard to explain through here.
You need a climate that will give you huge variances (interm of temperature) within day & night. during day time you needs to have a hot sun. Night time you need a very low temperature. ( this is to make make sure that your vines grwoth well in the morning or stored enough energy, and cold temperature at night allow your vine to work lesser - without producing much CO2, which is energy released from the vine. The whole idea is to store energy for the vine - If you plan to set up your own vineyard too) Unless you plan to out source your grapes supplies, any climate should be okay for the winery building. As long as proper temperature control being install in the cellar room & fermentation room. You can even source for the fermentation tank that came with cooling & heating function, and it's available in many sizes, range from: 5,10,25tons & more.

the supplies you need for a winery are as follows:

a big building that will withstand all the kinds of weather.

a crud load of barrels to keep the wine aging in. (the longer the aging the better the wine is what i've heard.)

a lawyer, just in case you get sued for something wine-related.

alcohol especially for wine-making

a winery (where grapes are grown to perfection)

and customers (first wine tasters to make sure the wine is good.)

Now you just need a professional wine maker to tell you the rest.
