Go to the US Virgin islands (St. Thomas, St. Croix or St. John) The drinking age there is 18 and it's a US territory, so you don't need to worry about passports or visas as long as you are US citizens.

Um, you can go anywhere you want when you are 18. The only place which places personal restrictions on citizens under 21, is the USA (land of the free - yeah right!).
Jump a flight to the Dominican Republic. There are a lot of all-inclusive places which are cheap, but they attract cheap people. I would suggest just fly to Puerto Plata and take a taxi from the airpot to a town called Sosua ($15 price for taxi, 8km away). There you can find accomodation of all classes, restaurants, bars, and a really nice bay. Close by is also Cabarete where the party is a bit better, but prices are considerably higher in Cabarete.

Go with Sanmigsea. You want tropical, and fun without getting mugged. DR has the biggest bang for the buck at present. Grab your passport, your ATM card, and have a ball.

You can visit Jamaica. Its is not extremely expensive and best of all our legal age here is 18 so you can get into basically everywhere. Hope this helps & have fun wherever you decide on going.
