(she is very petite for her age) would you buy a 12" or a 16"?

Both sizes come with training wheels.

It's going to be a Christmas gift, that is why I am trying to pick one out without her being there - it's a surprise!

You should not get her a bike too big for her to handle. If she is too small for the 16" bike then get her the 12 " one. Purchasing a bike she won't be able to control on her own could lead to an injury.

She will grow and you want her to still be able to use it when the training wheels come off in a few months or a year. So buy the biggest size she can function on at the size she is now, and she can grow more comfortable with it as her size changes.
Its just a smarter way to buy kids bikes, otherwise you'd be buying a new one every year.

Take her to the store and get the proper size. Make it part of her birthday adventure or whatever, going out to pick up a bike just for her will be a special experience.

Take her to the store, and have her help pick out the bike. You'll get one that fits her, and she'll be happy knowing she got to help pick it out. You may have to select 3 or 4 ahead of time, and let her choose from that group. Otherwise, she'll see a line of 40 bikes, and NEVER be able to pick just one!

If she is tall, buy the 16.

prob 16" but insure you get her a helmet and teach her to always use it.
