Firstly,paste the wall with wallpaper paste,to seal it.Let it dry,then paint as normal.
p.s,most wallpaper pastes have got an anti-fungal ingredient added to them.

There are several types of proprietry sealents available from diy stores and builders merchants, that can be painted on before emulsion. They will keep out damp, but you may need to get the pointing checked on the outside wall as well.

If you have a damp problem you should think about getting that sorted before you think about painting. i.e check condition of exterior render/brickwork so see if its allowing moisture in.
If there is no damp problem then it could be condensation caused by cold wall on exterior and warm interior. maybe cavity wall insulation is needed.
Otherwise a good quality silk emulsion(wipeable if any marks appear) should be adequate. you should get the opinion of a professional though.

If you have damp then you need to find the problem and resolve it. Nothing you put in the paint will help. If you just want to seal the wall before you paint it watered down pva glue is pretty good.

Why do you think you will get damp, is it an old house? Two coats on a good plaster will do fine. If its new plaster, water down the first coat.

Could be condensation from your Window, it usually is. Are the windows getting wet inside, if so thats the problem.
