1) Take the dog to a veterinary orthopedic surgeon
2) He/she will surgically repair it.
3) After a couple weeks of healing, someone must perform therapy on the leg. Flexing/ straightening it back and forth 3-4 times a day.
4) As I recall the whole process takes about 6-8 weeks.
5) The dog might get arthritis in that leg when it is older.

You could go to a regular vet who has done this surgery before. His fee will be less than the orthopedic guy will charge, but I suspect it might be riskier.

Our dog had this done on both legs at different times. She's 15 now and gimpy due to age. Good Luck

The cruciate ligament can be torn by jumping (such as on or off furniture) or running and twisting the leg, especially if the dog is overweight or of a particular breed. Conservative treatment would be to keep your dog well rested for at least 6 weeks, but surgery & medication is usually recommended. If you haven't taken your dog to the vet yet, you should; and he/she should be able to answer your questions.
