The demagogues have every right to claim that someone is a heretic, and sensible people have every right to respond that they are full of it. Nobody has exclusive rights to decree what is debatable, and that is a very good thing indeed. A particular religious group has the right to prescribe what its adherents should believe, and people who don't like that have every right not to adhere.

Your average moron is not authorized to declare a heresy, only the Living Teaching Church can do that, which is run by above average morons.
DEFINITION: Heresy is the obstinate post-baptismal denial of some truth which must be believed with divine and catholic faith...
In order to be a heretic, you have to first be Catholic, then you have to insist that you are the only one who is right and the Church is wrong, wait several years and be annoying and disregard several warnings, go against the Depositof Faith given to us by the Apostles, and POOF, you are a heretic.
Acts 9:2; 22:4; 24:14,22 - the early Church is identified as the "Way" prophesied in Isaiah 35:8 where fools (moronic church leaders) will not err therein.

I'm assuming you are talking about Christian theology. Generally, the guardians of the truth have been, historically, the Roman Catholics. They are the ones with the most documents. It is out of the question to change them or tamper with them in any way!
Protestants differ with the Catholics mostly on doctrines made after the closing of the Canon, ie 300 AD.
What has been revealed cannot be changed. We do not make up God's mind for Him.
If you have questions about any other religion's teachings, and are running into questionable answers, it is best to start with that religion's holy writings. Everything else generally flows from that. When in doubt, go back to the beginning.
Bishops change, Popes change, priests change. The truth of the Bible does NOT change!

The designation of "heretic" is reserved for a person claiming to be a Christian yet teaches false doctrine. If you are not a Christian or claim to be one, there would be no reason to call you a heretic (regardless of what you believe).
