Yes, but he will have to prove who he is if questioned. As long as he's on the account, you're ok.

I don't see why not. My mom and I were joint users on a Hechts account, and when she lost her card i let her use mine all the time. Of course she paid the bill, but she was still able to use the one with my name on it. There should be no reason why your dad can't use yours if you're joint account holders.
