it's literal meaning is whistle me but here the sens will more likely be call me / send me a SMS or let me know when you have arrived.

For instance if you have to take your g/f, when you are at his place, then sifflez moi : meaning let me know that you are here and I'll come

It does mean whistle but it can also me like "drink/guzzle" me. Which sounds weird, or blow me even, which might make sense. haha.
