They are two entirely different grains.

Both come in several different forms and can be used as a cereal or grain in various ways. Barley, for example, is good in soups and oat meal in the steel cut form can be used in veggie chili as a meat substitute, or as flakes as a breakfast cereal.

Barley is more like a rice. It looks liek rice with a brown line through it.
