Is your dog licking himself to the point of ejaculation? Or is he just really cleaning himself as the other users have stated? If he is just simple cleaning himself, don't worry about it.

If he is doing this for the above reason, you may want to consider neutering him.

The dog is cleaning himself. Let it go. Castrating won't help. Though it is a good idea anyway, because we do not need more unwanted dogs born.

Well, I do not think your dog is practicing oral sex, since they do not know what that is, all dogs will lick on themselves, I think it is just natural, but if it bothers you so bad then put something on him that tastes really bad that will stop him

Having him altered will keep him from dieing of some cancers and such (like prostate cancer) and then you wont have to be embarrassed by his large testes hanging around.

He's just being clean although my altered dogs do it waaaay less than my unaltered male.

I"m assuming you're serious here. All dogs lick themselves. If your dog is doing it constantly or obsessively, or if there is green discharge from his penis, he may have an infection and need vet care.

umm, dogs lick themselves. You should be worried if it didn't. Think of it as a method of cleaning...
