It's possible that he's growing away from you emotionally or has found another love interest. Even if he were busy at work, he would find time to be with you if he still were interested. His behavior might be a more passive way of telling you that it's over. You might want to start getting "busy" too and move on...

It is possible that he is cheating on you. Because even though he's been very busy, he's got time to email or give you a ring. Nobody works for 24 hours a day.

What do you mean he doesn't lie? Everyone lies. I'm not saying he's doing something but don't be so naive as to think that he will never lie to you. He could very well be busy, you never know. Don't think about it. Most importantly, follow your instinct.

If he doesn't lie (your words), and he says he's at work, then my guess that he is probably at work. What could be happening? Nothing is my answer to that. If he's at work, then what could happen? And maybe he is saving up for something, therefore needs to work.

If you're that unsure, go over to his work & take a sneaky peek. If all looks ok, come away without letting him know you were there. Then you'll know for sure.
